Subsidies for leasing electric vehicles under the "Mój elektryk" program. What is the amount? Who is eligible?

One of the key components of the "Mój elektryk" program is EV lease subsidies. On 16 November 2021 Bank Ochrony Środowiska S.A. signed agreements with Arval Service Lease Polska sp. z o.o., LeasePlan Fleet Management sp. z o.o. and Volkswagen Financial Services sp. z o.o., thanks to which customers of these companies will soon receive subsidies for financing electrics. How much will the subsidies amount to? Who will be eligible?

Electric vehicle lease subsidies

The " Mój elektryk" program is aimed at avoiding air pollutant emissions by subsidizing projects that reduce the use of emission fuels in transportation. The realization of this objective is achieved not only through support for the purchase of electric vehicles, but also through subsidies for lease payments, specifically for initial and transfer payments of up to 1.5% of the initial payment.

The budget of the entire program has been set at 700 million, of which at least 50% of this amount will be transferred to banks for subsidies to the fees set in the leasing contracts. Customers of Arval Service Lease Polska sp. z o.o., LeasePlan Fleet Management sp. z o.o. and Volkswagen Financial Services sp. z o.o. will be the first to benefit from the surcharge on lease payments. On November 16, 2021, the first cooperation agreements with these companies in terms of financial support were signed by Bank Ochrony Środowiska S.A.

Who is eligible for the surcharge? What vehicles are covered?

Beneficiaries of the " Mój elektryk" Program, also in the scope of subsidizing lease payments, are natural persons, public finance sector entities, research institutes, entrepreneurs, associations, foundations, cooperatives, individual farmers, churches and other religious associations and their legal persons, as well as religious organizations.

The program provides for the possibility of co-financing projects involving the lease of a new vehicle of M1, N1 and L1e to L7e category, using for propulsion only electric energy accumulated by connecting to an external power source or electric energy generated from hydrogen. According to Appendix 2 of the Road Traffic Law, the subsidies will therefore cover the purchase of the following vehicles:

Category M1 - passenger vehicles with no more than eight seats in addition to the driver's seat

Category N1 - vehicles designed and constructed for the carriage of goods and having a maximum total mass not exceeding 3.5 tonnes

Category L1e-L7e - mopeds, motorcycles and quadricycles

The aforementioned vehicles must be brand new and must not have been registered before leasing, unless they were purchased and registered by a car dealer, importer or leasing company, with the mileage not exceeding 50 km. The vehicle covered by the subsidy will have to be registered in the Republic of Poland for the entire duration of the project (2 years), have a valid AC and OC insurance, as well as current technical inspections, and be marked with a sticker informing about its purchase using the subsidy.

Co-financing the purchase of vehicles through leasing will be possible in the call for proposals, which NGOŚiGW plans to launch in the next few weeks.

What conditions must you meet? How much are the subsidies?

Obtaining financial support in the form of subsidized leasing payments depends on meeting the access criteria and qualitative eligibility criteria. The access criteria include evaluation of whether the application was submitted by the call deadline, on the applicable form, and whether it is complete, properly signed, and whether all required attachments are included, as well as whether the purpose and type of the project is consistent with the program, etc. The qualitative admissibility criteria include evaluation of legitimacy and feasibility of the project (on the basis of statements and data submitted by the applicant), financial assessment, i.e. analysis of the applicant's current financial situation and a forecast of its financial situation (including feasibility and financial sustainability analysis), as well as evaluation of the admissibility of public aid in terms of its compliance with the conditions for admissibility specified in the provisions of law.

The assessment is carried out on the basis of documents verified by NFOŚiGW, however in case of subsidies to leasing instalments the financial assessment of the applicant is carried out by the bank, however the bank may use the financial assessment of the applicant made by the leasing company.

When purchasing M1 category vehicles:

up to PLN 18 750, whereby the purchase cost of the vehicle may not exceed PLN 225 000

up to PLN 27 000 in the case of declarations of an average annual mileage of over 15 000 km, whereby the vehicle purchase cost may not exceed PLN 225 000

 

When purchasing N1 category vehicles:

up to 20% of eligible costs, but not more than PLN 50 000

up to 30% of the eligible costs in the case of a declaration of an average annual mileage of over 15 000 km, but not more than PLN 70 000

 

When purchasing L1e-L7e category vehicles

up to 30% of eligible costs, but not more than PLN 4 000
