Who will be eligible for subsidies to electric vehicle charging stations? How much will the subsidies amount to? Which stations will be subsidized? On 29 October 2021, the European Commission gave the green light for state aid to subsidize the charging infrastructure for electric vehicles. The support is to be implemented through non-refundable subsidies. The whole industry has been waiting for subsidies for charging infrastructure for a long time. The last step for launching of the subsidy program is to issue appropriate regulation by the Minister of Climate and Environment. Work on it is in the final straight and it is expected that it will appear in the coming weeks, and the call for applications will be launched in November.
Which EV charging stations will be financially supported?
Perhaps you are planning to invest in a EV charging station and you are wondering what types of chargers the subsidy program is supposed to cover? As we can read from the latest version of the regulation of the Minister of Climate and Environment on detailed conditions for granting public aid for electric vehicle charging and hydrogen refuelling infrastructure, the aid will cover:
- creation of a charging point with a power of not less than 22 kW that is not installed at a publicly accessible charging station,
- construction or reconstruction of a public charging station with a power of not less than 50 kW, equipped with at least 2 charging points, of which at least 1 allows the provision of DC charging service and has a power of not less than 50 kW,
- construction or reconstruction of a hydrogen filling station.
Thus, subsidies under this program will cover primarily purchase and construction of DC fast charging stations, i.e. chargers using direct current for charging. Thus, if you plan to purchase an AC charger of normal speed, you will not receive a subsidy from this fund. As a consolation we may add that subsidies for such type of chargers will probably be provided for in the newest version of the "Mój Prąd" 4.0 program.
Who will be eligible for subsidies? What costs will they cover and how much will they be?
Local self-government units, entrepreneurs, housing cooperatives, housing communities and individual farmers will be able to apply for aid. Eligible costs are to include, among others, the purchase price of the charging station, the cost of assembly and construction works, connection installation, technical documentation as well as taxes and fees connected with the realization of the investment.
So you already know what chargers will be subsidized, who will be eligible and what costs will be covered. So the fundamental question remains - how much will the subsidies amount to? In the case of creating a charging point with a power of not less than 22 kW, which is not installed on a EV public charging station, the aid will amount to 25% of eligible costs. In the case of the construction or reconstruction of a EV publicly accessible station with a power of not less than 50 kW and less than 150 kW, the aid will amount to 30% of eligible costs, and if the investment is carried out in a large agglomeration, then the support can be increased by 15% and will amount to 45%. Finally, in the case of construction or reconstruction of a EV public charging station with a power exceeding 150 kW, the aid intensity will increase to 50% of the eligible costs.
The program will be implemented by the National Fund for Environmental Protection and Water Management. Its budget is expected to be up to 870 million PLN. All regulations of the program, application forms and documents that the investor will have to attach to the application will be known in the near future, after the entry into force of the Regulation of the Minister of Climate and Environment.
