Subsidies for the purchase of electric vehicles for companies. How much will they amount to? Until when will they last? Can your company count on subsidies?

Not even a week has passed since the announcement of the European Commission's positive decision regarding subsidies for fast charging infrastructure for electric vehicles, and already there is more great news for the electromobility sector in Poland. The National Fund for Environmental Protection and Water Management has announced the launch of the last component of the "Mój elektryk" program, i.e. the program to subsidize the purchase of electric vehicles for entities other than natural persons.
What electric vehicles will be covered by the subsidy?
The programme provides for the possibility of financing projects involving the purchase of a new vehicle of M1, N1 and L1e to L7e category, using for propulsion only electric energy accumulated by connecting to an external power source or electric energy generated from hydrogen. According to Appendix 2 of the Road Traffic Law, the subsidies will therefore cover the purchase of the following vehicles:
· M1 Category - passenger vehicles with no more than eight seats in addition to the driver's seat
· N1 Category – vehicles designed and constructed for the carriage of goods and having a maximum total mass not exceeding 3.5 tonnes
· L1e-L7e Categories – mopeds, motorcycles and four-wheelers
The above-mentioned vehicles must be brand new and must not have been registered before purchase, unless they were purchased and registered by a car dealer, importer or leasing company, with mileage not exceeding 50 km. The vehicle covered by the subsidy will have to be registered in the Republic of Poland throughout the duration of the project, have a current AC and OC insurance, as well as current technical inspections, and be marked with a sticker indicating that it was purchased using the subsidy.
Who will receive financial support?
The electric vehicle industry has long waited for entrepreneurial electric vehicle subsidies that can make a "difference" and drive market growth. Recent programs such as "eVan" and "Koliber" were unfortunately not very popular. This time it is expected to be different. The beneficiaries of the "Mój Elektryk" component for entities other than non-business individuals will be:
· entrepreneurs, i.e. natural persons conducting business activity and commercial law companies
· public finance sector entities and research institutes
· associations and foundations
· cooperatives
· individual farmers
· churches and other religious associations and organizations
How to get a subsidy? What documents do you need to submit with your application?
Applications for funding in the form of subsidies for the purchase of electric vehicles entrepreneurs and other entities will be able to submit starting November 22 this year. The recruitment will last till 30th September 2025, however not longer till funds are consumed.
Application forms are available in Co-financing Application Generator available on NFOŚiGW website. The application is submitted only in an electronic version with the use of an electronic signature. Applications should be accompanied by a number of documents, e.g. documents specifying the legal status of the applicant and financial documents of the applicant for the last 3 years preceding the year of application and financial statements for the current year. The application should also be accompanied by a set of necessary declarations, such as the declaration of lack of arrears in public liabilities to the National Fund for Environmental Protection and Water Management and to other authorities or entities and the declaration of lack of financing of the project from other national or foreign public funds.
After the application is submitted, the authorities will proceed to evaluate it in terms of meeting the access and quality admissibility criteria. The access criteria include assessment of whether the application was submitted by the call deadline, on the applicable form, and whether it is complete, correctly signed, with all required attachments, and whether the purpose and type of the project is consistent with the programme, etc. Quality admissibility criteria include evaluation of legitimacy and feasibility of the project (on the basis of declarations and data submitted by the applicant), financial assessment, i.e. analysis of the applicant's current financial situation and a forecast of its financial situation (including feasibility and financial sustainability analysis), as well as evaluation of admissibility of public aid in terms of its compliance with admissibility conditions specified in legal regulations.
If you manage to meet all the criteria, the NFOŚiGW Board will adopt a resolution to grant you a subsidy. The final step is to sign a grant agreement, in writing or electronically using a qualified electronic signature.
How much funding are you entitled to? How are the funds paid out?
Since you already know what electric vehicles are covered by the program, who can get financial support and how to obtain it, you must be wondering what size of subsidy you are entitled to. Their level has been determined in the same way as for individuals not running a business, but the criterion of having a large family card has been replaced by the criterion of the declared average annual mileage. Thus, the subsidies amount to:
When purchasing M1 category vehicles:
· up to PLN 18,750, however the purchase cost of the vehicle may not exceed PLN 225,000
· up to PLN 27,000 in the case of declaring an average annual mileage of over 15,000 km, where the cost of purchasing the vehicle may not exceed PLN 225,000
When purchasing N1 category vehicles:
· up to 20% of eligible costs, but not more than PLN 50,000
· up to 30% of eligible costs in case of declaring the average annual mileage over 15 000 km, but not more than PLN 70 000
When purchasing L1e-L7e categories vehicles:
· up to 30% of eligible costs, but not more than PLN 4,000
Eligible costs include the costs associated with the purchase of vehicles and an initial and transfer fee of up to 1.5% of the initial fee, as set out in the lease agreement. The call budget is up to PLN 200 million, and financing will be provided in the form of refunds after the purchase of the vehicle or in the form of subsidies to the initial and transfer fees in the case of leasing.
